ok this is very easy and quick...
ok make a new file[shortcut ctrl+n] ,
any size you want...
ok what you do is
fill with black
then click lenflare - brightness 131% - 105mm prime
put in center and click ok
now goto filter ... blur ... gaussian blue use these settings - 5.0 pixels
click ok
now it should be nice and smooth
now goto filter... blur ... radial blur use there settings - amount 100
method zoom and qualtiy good click ok then hit ctrl + f
now goto filter ... stylize .. glowing edges use these settings -
edge width = 14
edge brightness = 14
smoothness = 15
now goto filter ... sketch ... chorme
use settings - detail = 4 - smoothnes = 7
