Paint like this :
3) Goto Filters - Blur - Radial Blur
Settings :
amount : 100
Methord : spin
Quality : Good
4) goto filter - pixalate - crystallize
Settings :
cell size : 20
5) Goto Filters - Blur - Radial Blur
Settings :
amount : 100
Methord : zoom
Quality : Good
Press Ctrl + f till happy
