hello everyone , Heres my latest tutorial
This one's good i called it spicy blue

1) ok Start of witha new file [ctrl + n]

Ive chosen 450x150 px

2) create a new layer

3) Fill it with a grey (#898989)

4) Now goto Filter -- Render -- Clouds Keep

5) Go to Filter > Pixelate > Mosaic (15 pixel)

It Should look like this so far

6) Go to Filter -- Blur -- Radial blur
zoom : 20 pixel

7) Filter -- Stylize -- Emboss use these settings
135 degrees
height 10
amount: 170

8) Go to Filter -- Brush Strokes -- Accented Edges use these settings
width : 2
brightness : 38
smoothness : 5

9) Go to Filter -- Stylize -- Find edges

10) press Ctrl +I

11) got ot Filter -- Blur -- Radial Blur use this setting
zoom 60

12) go to Image -- Adjust -- Level use these settings
input levvels =
0
1.00
60

13) goto Filter -- Blur -- Radial Blur use this setting
zoom 45

14) Create a new layer change the setting to color
the settings left of opcity and fill it with blue
