1. Create A New File (Ctrl+N)
2. Press D
3. Create A New Layer
4. Select The Gradient Tool Or Press (G)
5. Open The Gradient Settings . Put White In The Middle And Black At Each Side
6. Put A Few Lines On The Layer
You Should Have An Image Looking Like This

7. Use These Settings : Filter --> Distrot --> Zigzag Amount = 5 Ridges = 20
8. Now Press Ctrl+F
9. Use These Settings : Filter --> Blur --> Radial Blur Amount = 100 Quality = Good Methord = Zoom
10) Now Press Ctrl+F Three Times
11) Use These Settings image --> adjustment --> hue/strat Use Any Colour Of Your Choice
