This is my first tutorial, and I just leared photoshop, so forgive me rolleyes.gif . One part of it is parafrased from the link at the bottom. Enjoy.
----------------------------------------------------
1) Make a new document, 800x600 or what ever you want. Make the document have a TRANSPARENT background.

2) Make a new layer, name it "red stripes"

3) Select the gradient tool. Make sure it is set to linear (straight up/down). Use the custom gradient attached to this message.
(To install, just save it in program files/ photoshop /presets /gradients/)

4)Make as many lines as you want for the background of the image.

5) Go to filter>artistic>Plastic Wrap with the settings 20/15/15 (full)

----------This section is parafrased from the link at the bottom------

6) Press "d" on the keyboard, (sets colors back to black and white)Then create a new layer. Name this layer1.

7) Fill it with white.

8) Go filter> Texture> Stained Glass with settings <10/4/3

9) Use the magic wand to select the black parts of the links. Press CTRL+C to copy the black parts.

10) Make a new layer, call it links. Delete "layer1". Click on "links" and and press CTRL+V. Right click on "links" and press "blending options". Check "Drop Shadow", "Inner Glow" "Outer Glow"and "Bevel and Emboss"

* Btw, if you set "Outer Glow" to "difference" instead of "screen" it looks really cool.
