This will make a picture or text open a popup message, using simple javascript in dreamweaver.
First of all, make a new HTML document, save it as what ever you want, and then import an image, you can use mine if you want:

Hit your image once, or get your text highlighted, now go to the behaviors and hit 'Popup Message'.
Now, once this is done, you'll get a popup for your desired input message, type in anything you want
I've used 'Hello and welcome to the homepage' for the example!

Thats it, upload all the files to your host and check it out, http://www.host-media.co.uk/tuts/popupmsg.html is a preview of the one i created.
