make a figure with rectangles bezier and circles (make sure that the are the same color place them together but don't overlap the images and leave no space between them (most be perfect fit)
this is not nescesary for the buttons just the upper layout but the you must add the layout and the buttons to a merged image so it will become one image.
now group the images as a shape.
next thing to do is to insert two images
they must overlap the complete merged shape
suppose the movie is 300 x 300 then make the images 500 x 500
Group them the merged and the two images as sprite.
place a move action on frame 1 at the bottom image (not the merged image)and select 600 frames.
select angle rotate cw 360
in the top image put a place action in frame 0 and give it a alpha value of 70% (you can play around with the alpha)
in frame 1 in the next frame you put a move action also 600 frames select the angle rotate ccw 360.
almost done now
in frame 1 in the timeline place a label (move)
at frame 601 in the timeline (the last one of the move actions)
goto frame select label move
Oh yeah don't forget the merged image is always at the bottom
