Step 1:

Open your image wich you want to cartoonize. I used this:

Duplicate the image:

Step 3

From effects>contour> find edges

trace the edges with the following properties:

The image will look like this:

Step 4

Reduce the transparency to 60%

.
And you are done!

The final result will look like this:
