I will try to explain ho to make a car look like it is in motion.

Step 1:

Open your image. I used this:

Step 2:

In my picture the rims look a litlle dark. Lets make them a litlle shinny.

Draw a circle to cover the entire rim. And fill it with white .

Change the merge mode to overlay and reduce the transparency to 50%

Do the same for all other rims.

Combine the objects with the background.

Step 3:

Select the car with the selection tools and then copy it once

Now you have the car with no background. You can hide it for the moment.

Step 4:

Select the background from object docker and go to effects>blur>motion blur and aply the blur with the following properties:

The background will look like this:

Step 5:

Show the second object with car and place it over blured car so it can hide it. You may want to increase the size of it a litlle.

This is how it will look:

Step 6:

Now it is time to make the wheels look like they are in motion to.

Select the cat and with the elipse mask tool (J) select the wheel.

Now go to effects>blur>radial blur and aply the effect with an amount of 50.

Do the same thing to the rest of the wheels.

And here is the final result:

Hope this was usefull
