Before we start making it let arange the workspace a litlle: From view select ruler(ctrl+shift+R) and grid (ctrl+shift+E) From tools>customization (ctrl+J)>document>grid select spacinh horizontal and orizontal to 0.5.
Strep 1:
Open a new document 11x8 inches.
Step 2:
Make 2 guidelines one horizontal and one orizontal to cross through the midle of the document
Step 3:
Make a black circle 4x4. Press ctrl+shift+a and align it to center bottom. Then duplicate it. lower it size and move it a litlle more to the bottom. I made it a different color to see how they are placed.

Create a mask from the litlle circle and the select the big one and press cut. Now delete the litlle one.
You will have something like this:

Step 4:
Duplicate it 2 times. Select one of them and roatate it 120 and the other one to 240. After that move the 2 duplicates like in the picture.

Step 5:
Create a small circle 0.5x0.5 pixels and move it to the center of the document. Then create a mask (ctrl+M) from it. Then select on by one the other objects and press cut. Now delete the circle.
You will have this:

Step 6:
Make 3 rectangles and place them like in the picture.

You will use them to delete some parts of the object. So mask one and then select the shape under it and press cut. Do the same for the other 2. After this delete the 3 rectangles. You will have something like this:

Step 7:
Create a circle with no fill and with a black border of 20 and center it to the document. It will look like this:
 Now we have to erase some parts of the circle. To make this i made some lines with a widht of 25. It is hard to explain in words how so look at the following picture:

Now select all the 6 lines and pres ctrl+M to create a mask. Then select the circle and with the eraser delete the parts covered by the lines and after that delete the 6 lines so it will look like in the following image:

Now you are all finished. Scale it and use it where you want.

Hope this is useful and sory for the big files but i wanted to have good images wich explain it.
