Lets get started.

STEP 1:

1. Draw a shape using rectangle tool/ellipse tool/pen tool or some other drawing tool.
2. Select a color close to human skin color because that shape will be the start as human skin. See the image below :

STEP 2:

1. Select the pen tool. Choose a brush of the size "5" and select a dark brown color. Choose "only lines" of the pen tool and start drawing the outline. To end a single line, right clisk the point and select "stroke path" then select "brush". Drawing same lines as in following image.

2. In the following image, see the 1st and 2nd point, it has an ellipse type shape that indicates the existance of the iris. The 1st point and the right end point of the eye should be equal.

3. Select a blury brush and choose the dark brown color, apply a bit on lines as I applied in the following image :

STEP 3:

STEP 4:

STEP 5:

1. When you follow the above step, you have to keep one point in your min carefully. The above color should be the same as I applied and then to show the shades, you have to keep descreasing the darkness of this color and appling it slowly, for example (1 "dark", 2 "light", 3 "more light", 4 "more light"). See the following image:

STEP 6:

1. Draw an iris using a brush with no blue effect. Size should be standard. Then draw a little ellipse in the middle in black color and again little than it in white color.

STEP 7:

1. Apply a dark color for the eye-liner on the upper side but the size should be "2". Apply more dark color behind the eyebrow.
